I've found two plugins

http://trac-hacks.org/wiki/OpenidPlugin is abandoned, but seems to be targetted at 0.10. No clues as to why it was abandoned.

http://trac-hacks.org/wiki/AuthOpenIdPlugin seems to be more active, but only claims to work with Trac 0.11.
